Rita Alarcão Júdice, partner in charge of the Real Estate and Tourism practice, and Micaela Giestas Salvador, senior associate in the Public Law practice, have written an article for Público entitled 'What is born crooked never straightens out: yet another simplification' about the 'More Housing' programme.
The theme is recurrent and the solution is always the same: change the law. Simplifying procedures, granting tacit approval, adjusting decision deadlines (and content) are essential, as are digitisation, investment in electronic platforms and even the introduction of AI mechanisms in process management. These measures are as essential as they are urgent, but, like any innovation, they face a difficult battle against inertia. Take, for example, the prior notification regime: more than seven years after the amendment that redefined this instrument as a mere declaration, few municipalities apply it correctly'.
