Presidential Decree 163/20 of 8 June 2020 was published to regulate Law 13/19 of 23 May 2019, which defined the new legal framework for foreign citizens in the Republic of Angola. With the new law of 2019, it became necessary to regulate the framework, which maintains many of the previous rules.
The procedure and process for issuing visas for entry and stay in Angolan territory remain largely unchanged and are adapted to the new types of visas created by Law 13/19 of 23 May 2019. There are, however, some new provisions.
In particular, regarding the work visa, the supervising Ministry must issue a prior opinion confirming that the contracting entity has complied with the limits on the hiring of foreign employees. Additionally, the contracting entity must demonstrate that it placed an advertisement in the newspaper with the highest circulation regarding the position it intends to fill, aimed at hiring Angolan citizens. Both are requirements for the hiring of non-resident foreign workers.
