Diogo is the partner who heads the Public Law practice. He has more than 20 years’ experience, particularly in the areas of administrative law, public contracts, public procurement and construction. His experience also includes litigation in the state courts and arbitration, both as a lawyer and as an arbitrator.
Diogo has worked with clients in several countries, primarily Cape Verde, Angola, Mozambique and São Tomé and Príncipe, on a range of infrastructure projects. He has experience in the construction, transport, real estate, water and sanitation and energy sectors.
In Portugal, Diogo has worked on some of the largest public tenders, as well as construction, concession, privatisation and public-private partnership projects. He regularly advises concessionaires, promoters and financiers.
He was a university lecturer for around 10 years and he has a master’s in legal-economic sciences. He still works regularly with higher education institutions. Diogo is also the author of works on the areas to which he is dedicated.
He is on list of arbitrators of several arbitration centres and Chair of the Management Committee of the Concordia - Centre for Dispute Conciliation and Mediation.
