Luís is an of counsel in the Dispute Resolution practice, where he focuses on advising Portuguese and international clients on matters relating to his area of expertise, including constitutional and administrative law.
Luís holds a law degree from the Faculty of Law of Universidade Católica Portuguesa, an LL.M. from Yale Law School and a PhD in Legal and Political Sciences from the Faculty of Law of the University of Lisbon. He is also an assistant lecturer in Public Law and International Investment Law at NOVA School of Law. Previously, he was a lecturer at the Faculty of Law of Universidade Católica Portuguesa.
As part of his academic activities, he has published extensively in professional journals and has organised and participated in colloquia and conferences: He has also taught in postgraduate courses at various Portuguese universities and supervised master's and doctoral theses. His research has won national awards and has been frequently cited by the highest courts, including the Supreme Administrative Court and the Supreme Court of Justice. At Yale, he was selected as a Salzburg Cutler Fellow for his study on state regulation in international investment law.
He has also worked frequently as a legal expert, co-authoring legal opinions on administrative law, constitutional law and European law. He was the author of a report commissioned by the European Parliament's Committee on Constitutional Affairs on its relationship with national parliaments.
Prior to joining PLMJ, he worked in the international arbitration departments of Shearman & Sterling LLP (Paris) and Clifford Chance LLP (Frankfurt), where he was involved in international commercial and investment arbitration.
